The Inaugural Meeting of the Financial Technology Special Committee of China Electronic Information Industry Federation (hereinafter referred to as the Special Committee) launched by the Beijing National Research Center for Information Science and Technology (BNRist) of Tsinghua University in conjunction with China Construction Bank, China Academy of Information and Communication Technology (CAICT), d-Ear Technologies and other well-known institutions was held in the reception hall of the Main Building, Tsinghua University on March 29, in order to implement the major decisions of the CPC Central Committee and the State Council on accelerating the high-quality development of the financial technology industry, pool China's artificial intelligence technology strength, form industrial clusters, and unite outstanding enterprises.

Chen Zhaoxiong, President of China Electronic Information Industry Federation and former Vice Minister of Industry and Information Technology, and Chen Jing, former Director of the Science and Technology Department of the People’s Bank of China and Director of Expert Committee of the Digital Finance Working Committee of the Internet Society of China, addressed the meeting. Professor Luo Yi, Academician of the Chinese Academy of Engineering, Chairman of Tsinghua University Association for Science and Technology and Deputy Director of the BNRist in Tsinghua University, delivered a concluding speech for the meeting. Zhang Bo, Academician of the Chinese Academy of Sciences and Honorary President of Tsinghua University Institute for Artificial Intelligence, Lv Shiming, Member of the Standing Committee of the National People's Congress, former Vice Chairman of China Disabled Persons' Federation, President of China Disabled Volunteers Association, Chai Hongfeng, Academician of the Chinese Academy of Engineering, Professor of Fudan University, Director of China UnionPay Co., Ltd. and Chairman of the National Engineering Laboratory for E-commerce and Electronic Payment, and Jiang Zhongyuan, Vice Chairman of the Hong Kong Committee of CCG Globalization Think Tank, Executive Vice President of Hong Kong Institute of International Finance and Secretary General of the Financial Security Development Alliance, attended the meeting and delivered keynote speeches. Wang Jianwei, Vice President of China Electronics and Information Industry Federation, attended and read the Letter on Agreeing to Prepare for the Establishment of Financial Technology Special Committee of China Electronics and Information Industry Federation. Teng Wei, Gu Fanyi and Liu Mingliang, deputy secretaries-general of China Electronics and Information Industry Federation, and Xue Zhenghua, Vice President of Tsinghua University Institute of Financial Technology, attended the meeting. The meeting was presided over by Xu Mingxing, Executive Deputy Director of the Auditory Intelligence Research Center of Tsinghua University Institute for Artificial Intelligence.

Before the inaugural meeting, the 35 first founding member units of the Special Committee elected the first organization by way of a closed-door meeting. Professor Zheng Fang, Researcher at the BNRist, Tsinghua University and Director of the Auditory Intelligence Center of Tsinghua University Institute for Artificial Intelligence, was elected Director of the Special Committee and rendered an annual work plan report. Xu Mingxing, Associate Researcher of the BNRist, Tsinghua University and Executive Deputy Director of Tsinghua University Institute for Artificial Intelligence, was elected Secretary-General of the Special Committee, Xiang Yinshan, Deputy General Manager of Beijing d-Ear Technologies, and Zheng Juan, General Manager of Beijing Guoxin Qidi Talent Service Co., Ltd., were elected Deputy Secretaries-General. Academician Zhang Bo, Academician Chai Hongfeng and Director Chen Jing were appointed Consultants by the Special Committee. Seven units including China Construction Bank were nominated Director Units of the Special Committee, and seven people including Lei Ming, Chairman of CCB Financial Co., Ltd. were nominated Director Members of the Special Committee. China Construction Bank and China Judicial Big Data Research Institute spoke at the inaugural meeting as representatives of the first founding member units.

Meanwhile, during this event, two sub-forums were also held: the 4th Symposium on the Development and Innovation of Voiceprint Recognition (VPR) Industry and the Industry-University-Research Symposium on Academic Competitions and Financial Technology. In the former sub-forum, besides the voiceprint technical report and voiceprint application report, the White Paper on Development and Innovation of Voiceprint Recognition Industry in 2023 was also released. The latter sub-forum focused on such topics as education, talent training and academic competitions in the field of financial technology.
